- There is one (1) permanent, full-time position with Oregon Parks and Recreation Department at Bullard’s Beach, in Bandon, Oregon.
- This position is represented by the Service Employee International Union (SEIU).
- This recruitment will be used to establish a list of qualified people to fill the current opening and may be used to fill future vacancies.
- This position is currently part of a classification study and may be reallocated to a Park Ranger 2.

PRIMARY POSITION DUTIES
The primary purpose of this position is to perform skilled and semi-skilled work assignments by participating in the maintenance, operation and rehabilitation of state parks and wayside facilities. The person in this position provides visitors with parks-related information, protects natural, historic, and cultural resources and ensures park resources and recreation areas are clean, safe and enjoyable for the visiting public.
Park Operations & Maintenance Activities
- Operates and trains others in the operation of the computerized reservation system to register visitors and assign campsites and facilities;
- Collects and reconciles fees; performs administrative paperwork by balancing revenue reports; prepares bank deposits and takes to bank for processing and trains others in these procedures.
- Acts as a computer trouble-shooter at the park;
- Performs and trains others to perform grounds and trails maintenance activities by mowing turf areas; pruning and irrigating and fertilizing trees and shrubs; cleaning sites, fireplaces and footpaths; picking up and removing litter and trash, to maintain appearance of grounds in park areas.
- Maintains buildings and facilities by, cleaning, painting, making minor plumbing and structure repairs to maintain appearance of park areas;
- Cleans and disinfects restrooms and showers, using approved cleaning agents in the recommended manner, to ensure cleanliness and sanitation within park areas; re-stocks janitorial supplies
- Directs and participates in major construction and rehabilitation projects (i.e. shower buildings, yurts, picnic tables); procures bids for materials on projects;
- Operates and maintains equipment and tools (i.e. pick-up trucks, 1-ton vehicles, mowers, weed eaters, etc.), to ensure safe and proper working order by cleaning, lubricating, changing oil/air filters; sharpening; inspecting tires, etc.
- Winterize/Recharge all buildings, potable water system, by cleaning and draining, blowing out lines. Closes valves and recharges systems, prepares them for the operating season.
- Maintains work sites, maintenance shops, yards, storage areas and workplace in clean and safe condition at all times.
Utility Systems Maintenance
- Operation and maintenance of water treatment plants: Oversee operation of water treatment plants. Order supplies, arrange for testing, and keep records; present accurate and timely reports to Department of Human Services and other agencies. Make adjustments to water treatment processes to ensure water is safe to drink. Troubleshoot problems and repair water treatment facilities.
- Operation and repair of water distribution systems: Maintain, troubleshoot, and repair water distribution systems. Maintain valve exercise program. Maintain water distribution pumps and arrange for repairs.
- Operation and maintenance of wastewater treatment facilities: Oversee operation of wastewater treatment facilities. Order supplies, arrange for testing, and keep records; present accurate and timely reports to Department of Environmental Quality and other agencies. Make adjustments to wastewater treatment processes to ensure treated wastewater meets conditions of treatment permit. Troubleshoot problems and repair wastewater treatment facilities.
- Operation and repair of wastewater collection systems: Maintain, troubleshoot, and repair wastewater collection systems. Maintain septic tank inspection and pumping program. Maintain wastewater collection stations, including maintaining and replacing wastewater pumps and cleaning collection stations.
Natural Resource Conservation Activities
- Represents OPRD to other recreational/natural resource agencies and organizations sponsoring restoration projects; by providing employee expertise, resources and materials;
- Inspects boundaries, checking for vandalism, tree removal, etc and reports findings to the park manager.
- Replants native vegetation.
Rule Enforcement Activities
- Explains park area rules and regulations to generate voluntary visitor compliance through polite, verbal or written communication;
- Ensures visitor safety by looking for rule violations and safety hazards;
- Issues verbal and/or written warnings and citations for violations of posted rules and regulations;
- Patrols park areas to protect/preserve resources; checks for misuse, undesirable activities or hazardous situations;
- Provides assistance during visitor-related emergencies; prepares related reports
- Coordinates security, safety and enforcement activities for local park events.
Interpretation Activities
- Prepares, develops and presents interpretive, educational and environmental awareness programs and recreational activities designed to educate and entertain park visitors about natural, historic and cultural resources, by conducting guided tours/nature walks, junior ranger programs, evening campfire programs, slide shows, nature crafts, special events.
- Provides accurate information to park visitors on facilities available, points of interest, historical data, in a friendly, courteous and helpful manner.
- Develops and coordinates partnerships with other agencies and businesses to help promote OPRD by sharing resources and participating in local community events (i.e., schedule activities at the park, provide public service announcements, monitors special use permits, etc.).
Miscellaneous
- Assists higher-level staff with hiring seasonal/permanent staff members as required.
- Provides leadership by prioritizing projects; setting work schedules, communicating with vendors and contractors as required.
- Trains or assists in training of staff on operational procedures and safety practices;
- Provides assistance during emergencies; contacts emergency service providers;
- May work with correctional crews during operations and maintenance work;
- Communicates with co-workers, management and staff, in a helpful, friendly, cooperative manner assists other employees, in a positive manner, readily sharing experience and knowledge;
- Displays a professional, cheerful and helpful image to park visitors to ensure a safe and enjoyable visit.
QUALIFICATIONS
- Two years of visitor services experience (e.g. rule enforcement; interpretation such as education and environmental awareness programs; special events and activities; etc.) AND/OR maintenance experience (e.g., construction, landscaping):
- A Bachelor's degree in Park and Recreation Administration, Natural Resource Management,Environmental Studies or a related field may substitute for up to one year of experience;
- An Associate's degree in Park and Recreation Administration or Natural Resource Management or Environmental Studies may substitute for up to six months of experience.
Applicants must have or be able to obtain within twelve (12) months of employment a DHS Water Treatment & Distrubtion certificate AND a DEQ Wastewater Treatment & Collection license.

The ideal candidate will have a performance record demonstrating the following desired competencies:

- Experience in natural resource management;
- Experience working with diverse work team including volunteers, youth crews, and/or correction crews.
- Experience in explaining rules and regulations to others;
- Experience in performing janitorial, building maintenance, grounds maintenance, equipment operation and repair, and facility and utility tasks.
- Experience in water and wastewater treatment, collection, and distribution systems.
WORKING CONDITIONS
Work is performed in, on and around buildings, facilities and grounds, inside and outside in all weather conditions. Occasionally works in office operating computers and other office equipment. Needs adequate vision and hearing, manual dexterity, communication and motor skills to perform the duties of the position, including emergency response situations. Walks up and down inclines and stairs, over rough, uneven, and slippery terrain or paved surfaces and over distances up to 5 miles. Works in stairwells and on ladders, scaffolds, and rooftops. Reaches above shoulder level and occasionally works on hands and knees. Bends, stoops, crouches, kneels, crawls, climbs, twists, pushes and pulls in regular performance of duties. Drives a variety of motorized vehicles. Maneuvers, manipulates, and operates hand and powered tools and heavy equipment. May sit or stand for long periods of time. May lift and move up to 50 pounds on a regular basis and up to 100 pounds or more with assistance. May work in congested work areas, confined spaces and remote locations. Frequently interacts with the public. Occasionally works alone, within phone or radio communication. May work irregular shifts (split, evenings, weekends, holidays) and overtime. Travels overnight to other parks, headquarters, or other agency facilities for training and meetings. May be exposed to environmental and chemical hazards, allergens, and odors standard to area of assignment, such as high noise, chemicals, and fumes requiring safety controls. Cleans up and disposes of human-generated waste, animal waste and carcasses. May be exposed to hostile and offensive language and actions from the public. Uses appropriate safety and personal protective equipment and follows established safety policies, practices and procedures. Performs duties of position with or without reasonable accommodation.
