GENERAL INFORMATION

  • There is one (2) permanent, full-time position with Oregon Parks and Recreation Department Columbia River Gorge Management Unit these positions are at Rooster Rock State Park in Corbett, Oregon and Viento State Park in Hood River, Oregon.
  • This position is represented by the Service Employee International Union (SEIU).
  • This recruitment will be used to establish a list of qualified people to fill the current vacancy.
  • This position is currently part of a classification study.

PRIMARY POSITION DUTIES  
 
Represent OPRD in a professional manner and enhance the image of the department by communicating effectively with and providing services to visitors and to assist other permanent staff, on a seasonal basis, by performing a variety of duties in the operation, maintenance, interpretation, rule enforcement and natural resource conservation of a state park or recreational areas, to ensure that all park areas are clean, safe and enjoyable for the visiting public.
 
Park Operations & Maintenance Activities (60%)  
  • Assists with collecting and reconciles fees; performs administrative paperwork by balancing revenue reports; prepares bank deposits and takes to bank for processing;
  • Fertilizes, waters and irrigates turf areas using hoses, manual and automatic sprinkles; mows turf areas with large & small riding & push mowers to maintain appearance of grounds;
  • Fertilizes, prunes, plants, weeds, and rakes landscaped areas, with hand tools, weed eaters, etc. to maintain appearance of grounds;
  • Cleans campsites, picnic sites, BBQ grills; makes minor plumbing repairs (i.e. flush-o-meters, water heaters, etc.) to ensure cleanliness and sanitation within park areas;    
  • Picks up litter/garbage from buildings, campsites, trails & other park areas and disposes in large receptacles;
  • Clears debris from paths, roads, parking areas and lawns by sweeping, raking and using a leaf blower;
  • Operates and maintains a variety of equipment (i.e. mowers), hand and power tools (i.e. weed eaters) and park vehicles (one-tons) to ensure they are in safe and proper working order by: sharpening, cleaning, lubricating and changing oil/air, filters, tire maintenance and minor repairs, and properly documents maintenance performed etc;
  • Mops, sweeps, cleans, scrubs and disinfects restrooms & shower buildings, using approved cleaning agents in the recommended manner;
  • Organizes and stocks required janitorial supplies.
Facility and Utility System Maintenance Activities (15%)  
  • Prepares and paints buildings, structures, signs and other small fixtures with brushes, rollers and/or spray equipment to maintain appearance of park areas;
  • Unclogs toilets, urinals, floor drains, sewer lines, gray water & wastewater lines; sanitizes surrounding area with water and lime, to ensure cleanliness and sanitation within park areas;
  • Records traffic counter, water, sewer, and propane meter readings as required;
  • Assists permanent staff in construction, repair and rehabilitation of park structures and buildings, including carpentry, roofing, remodeling, etc., under the direction of higher level staff.
Interpretation Activities (5%)  
  • Informs and educates park visitors about natural, historic and cultural resources by assisting with special events and recreational activities;
  • Prepares nature and interpretive displays;
  • Provides accurate information about facilities available; points of interest; historical data, in a friendly, courteous and helpful manner, etc.
Rule Enforcement Activities (5%)  
  • Assists with patrolling park areas to protect and preserve resources by checking for misuse, hazardous situations, etc. and reporting them to upper level staff;
  • Ensures visitor safety by looking for safety hazards or rule violations;
  • Assists in explaining park rules and regulations to visitors; enforcing park area rules & regulations to gain compliance through polite verbal or written communication; and may issue verbal or written warnings;
  • Contacts authorized staff with citation authority and additional enforcement assistance in difficult or extraordinary situations;
  • Provides assistance during visitor related emergencies; prepares related reports.
Natural Resource Conservation Activities (5%)  
  • Assists higher level staff by checking boundaries for encroachments;
  • Participates in and trains others in integrated pest management by spraying and looking for new ways to control pests;
  • Replants native vegetation;
  • Represents OPRD to other recreational/natural resource agencies and organizations sponsoring restoration projects, by providing employee expertise, resources and materials.
Miscellaneous (10%)  
  • Trains other seasonal employees as needed; may assign and direct their work;
  • Assists higher level staff with correction crews, volunteers, etc. performing operation & maintenance work;
  • Assists visitors during emergencies; contacts emergency service providers;
  • Communicates with co-workers, management staff in a helpful, friendly, cooperative manner and assists other employees in a positive manner, readily sharing experience and knowledge;
  • Prepares monthly time reports, correctly and in a timely manner;
  • Prepares written reports related to accidents, emergencies, inventories, log book entries, water/wastewater meter readings, etc;
  • Displays a professional, cheerful and helpful image to park visitors to ensure a safe and enjoyable visit.
QUALIFICATIONS
  • Two years of visitor services experience (e.g. rule enforcement; interpretation such as education and environmental awareness programs; special events and activities; etc.) AND/OR maintenance experience (e.g., construction, landscaping):
  • A Bachelor's degree in Park and Recreation Administration, Natural Resource Management,Environmental Studies or a related field may substitute for up to one year of experience;
  • An Associate's degree in Park and Recreation Administration or Natural Resource Management or Environmental Studies may substitute for up to six months of experience.

  • Experience working with diverse work team including volunteers, youth crews, and/or correction crews.
  • Experience in explaining rules and regulations to others;
  • Experience in performing janitorial, building maintenance, grounds maintenance, equipment operation and repair, and facility and utility tasks.
WORKING CONDITIONS    
 
Work is performed in, on and around buildings, facilities and grounds, inside and outside in all weather conditions.  May frequently work in Ranger Station, operating computer.  Needs adequate vision and hearing, manual dexterity, communication and motor skills to perform the duties of the position, including emergency response situations.  Walks up and down inclines and stairs, over rough, uneven, and slippery terrain or paved surfaces and over distances up to 5 miles.  Works in stairwells and on ladders, scaffolds, and rooftops. Reaches above shoulder level and occasionally works on hands and knees.  Bends, stoops, crouches, kneels, crawls, climbs, twists, pushes and pulls in regular performance of duties.  Drives a variety of motorized vehicles.  Maneuvers, manipulates, and operates hand and powered tools and heavy equipment. May sit or stand for long periods of time. May lift and move up to 50 pounds on a regular basis and up to 100 pounds or more with assistance.  May work in congested work areas, confined spaces and remote locations.  Frequently interacts with the public.  Occasionally works alone, within phone or radio communication.  May work irregular shifts (split, evenings, weekends, holidays) and overtime.  Travels overnight to other parks, headquarters, or other agency facilities for training and meetings.  May be exposed to environmental and chemical hazards, allergens, and odors standard to area of assignment, such as high noise, chemicals, and fumes requiring safety controls. Cleans up and disposes of human-generated waste, animal waste and carcasses.  May be exposed to hostile and offensive language and actions from the public.  Uses appropriate safety and personal protective equipment and follows established safety policies, practices and procedures.  Performs duties of position with or without reasonable accommodation.
